Feasibility Studies for a 400 kV Interconnector Project

The ministries of the three countries Kenya, Uganda and Rwanda awarded ÅF with the feasibility studies for the 400kV interconnector project for Kenya, Uganda and Rwanda.

Description of project:

This project is an essential stepping-stone for the EAPP (East African Power Pool) on its way for a united and connected power market.

The EAPP has the vision “to be the most vibrant power market providing the least cost, efficient and reliable electricity supply through fully integrated and interconnected regional systems.” The pool wants “to interconnect all the countries of the Eastern Africa Region in order to optimize power generation resources development in economically and environmentally sustainable manner and ensure efficient provision of adequate, secure and affordable quality power.”

ÅF is proud to be part of this unique vision and mission in helping EAPP with its expert's know how in putting this vision into practice and to be in the front seat in guiding the way into connecting people with sustainable and economical supply of energy. AF Switzerland has teamed up with high profile local consultants for the environmentally sensitive areas in all three countries in order to pinpoint the sustainable and economical approach to the respective local regions.

This interconnection project consists of approximately 1300km of transmission lines and 13 substations. It is a top priority project for the ministries of Kenya, Uganda and Rwanda and should not only help transporting energy and make trading possible within these countries. It will also function as a vital step for the vision of the EAPP to interconnect this region completely and serve as key ingredient to transport energy to the places where needed and to help developing the infrastructure and industry to increase the standard of living.

Very important in this study is not only the focus on minimizing the social economic impact of the project, but also the impact on:

  • fauna and flora,
  • drainage and water resources,
  • landscape and visual amenity,
  • impact on recreation,
  • land use and agriculture,
  • protected areas,
  • critical ecosystems and habitats,
  • cultural property,
  • settlements and community facilities,
  • community health and safety impacts,
  • occupational health and safety,
  • security implications

  • Validation and determination of support structure design
  • Minimization of vandalism impacts
  • Geological and topographical studies
  • Layout and design of the extension and new 400kV substations
  • Detailed financial, economic and cost estimate, showing foreign and local costs
  • Environmental and social impact assessment concerning the physical, biological, socio-economic and cultural environments
  • Mitigation measures
  • Alternative routing
  • Training on wheeling model and technical and financial studies
  • Preparation of bankable documents for the project to enable securing of funds from financing agencies
  • Preparation of tender documents for construction of the lines and substations related to this project
  • Preparation of terms of references and request for proposal for the procurement of project management and work supervision consultants
  • Assessment of energy needs and load forecasts of Uganda, Rwanda and Kenya up to the year 2035
  • Assessment of optimal primary and secondary equipment to be used on the lines
  • Definition of optimal protection, control and automation system taking into account the existing protection philosophy of the national grid, power flows and stability conditions
