110/35/10 kV substations and 110 kV OHTL in Serbia

Project description:
- Construction of 3 new 110 kV overhead transmission lines of total 32 km
- Construction of a new 110/35/10 kV substation in Mitrovica, including protection and control
- Extension of the existing 110/35/10 kV substation in Arilje, incl. extension of protection and control
- Project financed under a loan from the World Bank (IBRD number 4090-ICB-01)
ÅF's services:
Main Task A: Development of a Master Work Plan for Implemen¬tation of the first phase of the Project
- Review of engineering design, drawings and technical specifi¬cations of the substations and associated TL
- Review of the bidding documents and contracts (if already awarded) for the substations and associated transmission lines
- Review with EPS and EMS of their implementation plans and time schedules for the construction of the substations and trans¬mission lines to ensure well coordinated activities and obtain Permits
- Development and preparation of a Master Work Plan for complete and successful implementation of the Project
Main Task B: Monitoring and Coordinating the Implementation Activi¬ties of the first Phase of the Project Implementation
- Review of reports on manufacturing , inspection, factory and site testing and delivery of supplied equipment to ensure compliance with the Master Work Plan
- Review of factory inspection and test reports for major procured equipment to ensure compliance with the equipment specifications
- Ensure that all necessary materials and equipment for the overhead transmission lines have been made available by EMS in compliance with the Master Work Plan
- Review of drawings, specifications and work schedules submitted by the contractors to ensure compliance with the technical specifications and the Master Work Plan
- Review of progress reports prepared by EPS, EMS and the contractors and inspection of the construction sites to monitor and determine the actual progress
- Ensure that the work activities are well coordinated between the substation and transmission line parts and that the systems will be completed in accordance with the Master Work Plan
- Preparation of monthly reports reflecting the progress during each month of the construction and proposal of mitigation measures in case of deviations
- Immediately report to EPS in case of any major obstacles or deviations in the Master Work Plan delaying the project implementation
- Verification of full completion of all work, successful testing and commissioning of the facilities at project end.
