Laanila Eco Power Plant

EPCM contract for a new waste-to-energy cogeneration plant in Finland.

As the principal design consultant for the northern Finnish city of Oulu’s first waste-to-energy power plant, ÅF Finland helped the plant to double the municipal waste recovery rate in the region. The plant also provides Oulu Energy with a new energy source from waste that would otherwise not be recycled.

EPCM (Engineering, Procurement, Construction Management) services by ÅF:

  • Feasibility study (grate and fluidized bed were evaluated)
  • All design work
  • Purchasing of equipment, delivery control
  • Project management
  • Project scope included: fuel and slag handling, grate boiler (48 MWf), semidry flue gas system including condenser, BOP, civil works, electrification, automation and DCS system.

ÅF began project engineering and design work on the power plant in 2010 as soon as Oulu Energy’s environmental permit was finalised and approved.

Energy procurement and construction management operations started in 2010 and ÅF was responsible for all design disciplines and the integration of the main equipment suppliers’ designs.

The project itself was divided into 50 individual purchase packages, for which ÅF was responsible for preparing tendering documentation, carrying out evaluations, conducting negotiations and drawing up final contracts in close liaison with Oulu Energy.

ÅF Group companies outside Finland were also involved in this project. ÅF in the Czech Republic was supplying specialist expertise in piping engineering and ÅF in Estonia was responsible for automation field engineering.
