Commercial & operational performance assessment of selected SAPP Power Utility members

Emphasize the interface between credit ratings and utility performance, to improve each utility’s economic and technical performance, thus improving each utility’s access to credit for essential infrastructure investment in southern Africa.

SAPP was conceived to provide a forum for the development of a world class, robust, safe, efficient, reliable and stable interconnected electrical system in the southern African region. The organization co-ordinates and enforces common regional standards of Quality of Supply; measurement and monitoring of systems performance. It further looks to harmonise relationships between member utilities as well as facilitate the development of regional expertise through training programmes and research. Another objective of SAPP is to increase power accessibility in rural communities and to implement strategies in support of sustainable development priorities.

The proposed work program includes efforts to improve the financial viability and service delivery of the utilities which make up the SAPP. The first part of this work will provide credit advisory services to four key power generation utilities (Botswana Power Corporation (BPC); Electricidade de Mocambique (EDM); Lesotho Electricity Company (LEC); Zambia Electricity Supply Corporation (ZESCO)) who are members of SAPP. The second component will include a shadow credit rating exercise for the same utilities. A second grant proposal to support the remaining utilities of SAPP may be submitted to PPIAF, pending the successful conclusion of this work.

The scope of the proposed services covers six tasks, including two workshops, with a final optional task to be carried out at the request of the targeted utilities:

  • Utility Credit Rating Criteria Workshop;
  • Data Gathering and Review Information on Utility Performance;
  • Performance Benchmarking;
  • Short-term Recommendations to Improve Creditworthiness;
  • Facilitate a Shadow Credit Rating;
  • Prepare a Creditworthiness Improvement Plan;
