Regulatory Harmonization of the Electrical Interconnection of the Andean Countries (Bolivia, Chile, Colombia, Ecuador and Peru)

Description of project

The main objective of this project is to prepare and propose a harmonized regulatory scheme aimed at securing the operation of the Electrical Interconnection of the Andean System in a non-discriminatory, efficient and sustainable way, in order to foster the competition for the benefit of the final users of the power markets of the five countries involved in the integration initiative (Bolivia, Chile, Colombia, Ecuador and Peru).

ÅF's services

The specific objectives of the project are:

  • Comparison of the legal, institutional and regulatory frameworks of all the countries and organizations involved in the integration process (i.e., Bolivia, Chile, Colombia, Ecuador, Peru and the Andean Community).
  • Proposal of alternatives and processes to realize the regional integration, considering future integration projects with other markets in the region, including Mexico, Central America and Mercosur (Argentina, Brazil, Paraguay, Uruguay and Venezuela).
  • Evaluation of pros and cons of the proposed regulatory options.
  • Analysis of the evolution of the Andean Community's legal framework related to the regional electrical integration.
